Former Monona County engineer charged with commercial bribery
Former Monona County Engineer Jon Singelstad has been arrested on suspicion of bribery.
Singelstad, 55, has been charged with two felony counts of commercial bribery. The charges stem from a January report by the Iowa state auditor linking Singelstad’s tenure as county engineer with allegedly improper invoices totaling $17,568.20.

    Singelstad declined to comment Friday.
Singelstad is accused of paying ink cartridge vendors for more cartridges than the county could use, according to the auditor’s report. Singelstad authorized payment for 600 ink cartridges between January 1, 2004, and April 20, 2007. An inventory of ink cartridges done on April 20, 2007, found only 75 cartridges in offices had been used by the county engineer, according to the auditor’s report.”It does not appear reasonable over 500 cartridges could have been used by the County Engineer’s Office during this period,” the auditor’s office concluded.

Singelstad allegedly admitted to depositing two money orders totaling $1,250 into his personal bank account, according to the auditor’s report. The money orders were sent to Singelstad by a representative from a California ink cartridge company, Singelstad allegedly told the auditor and an officer with the Division of Criminal Investigation.

The auditor’s office did not know if Singelstad received any other money from the vendors, according to the report. He was arrested by officers with the Division of Criminal Investigation and the Onawa Police Department on Thursday. The Iowa Attorney General’s Office will prosecute the case.
