    Remanufacturing vs Recycling
    HP is At the state level lobbying to overturn mandated preferences for remanufactured cartridges. Its lobbyists have convinced many government officials and purchasing agents that grinding cartridges into powder which can be used to make non-virgin plastic products while using new plastics to make their cartridges is superior to our processes. If HP succeeds selling this false argument, we lose government sales. 
    The OEMs are successfully overcoming the reuse provisions of the WEEE directive in Europe and perverting the intent of that landmark legislation. If they can do it there, they can overcome the preferences our products enjoy here. If they succeed, our past gains will be undone.
