Why UK’s Intellectual Property Office and ICCE’s
Fight Against Chinese Toner Is Falling Short.

The UK Intellectual Property Office (IPO) and the Imaging Consumables Coalition of EMEA (ICCE) are wasting their time with awareness campaigns about counterfeit ink and toner cartridges, as they fail to tackle the real issue—the rampant flood of Chinese counterfeit toner products. While their warnings highlight problems like poor print quality, leakage, and printer damage, they miss the bigger picture: the unregulated sale of these fake cartridges, primarily through major online platforms like Amazon. The counterfeit toner industry, especially from China, is booming, and the ICCE’s lack of action in enforcing stricter policies on these platforms only allows the problem to grow. Without a focused effort to hold e-commerce giants accountable for selling counterfeit products, the ICCE’s awareness campaigns are nothing more than a band-aid solution to a much larger crisis. Until they address the root cause—China’s thriving counterfeit toner market—any initiative they push will be futile. Real change will only come when tougher regulations and enforcement are placed on global online marketplaces.
