    The European toner industry could receive a major boost from upcoming EU customs reforms, as ETIRA (European Toner and Inkjet Remanufacturers Association) continues its efforts to curb the flow of low-cost Chinese clone toner cartridges into Europe. Beginning in July 2026, the EU will eliminate the €150 customs duty exemption for low-value imports, a move expected to increase scrutiny of direct-to-consumer shipments and reduce loopholes frequently used by overseas sellers. ETIRA has long argued that clone toner imports create unfair competition for European remanufacturers, raise intellectual property concerns, and undermine environmental sustainability goals. With stronger customs controls and enhanced enforcement measures on the horizon, the association believes the new rules could help level the playing field and support a more competitive and compliant European imaging supplies market.
