Texas has officially activated its new Right-to-Repair law, delivering a major win for consumers and independent repair businesses while Massachusetts has once again failed to advance broad electronics repair legislation. Effective September 1, 2026, Texas House Bill 2963 requires manufacturers of qualifying digital electronic equipment to provide access to certain repair documentation, replacement parts and tools on fair and reasonable terms, although exemptions and product eligibility limitations apply. The move is significant for the printer, copier and imaging industry, where OEMs increasingly control firmware, replacement parts, diagnostic tools and other technologies that can influence who is able to repair and maintain equipment. While Texas’ law does not automatically create unrestricted access to every printer component, it adds momentum to a growing national Right-to-Repair movement that could eventually put greater pressure on manufacturers to support independent service providers and aftermarket businesses. At the same time, Massachusetts lawmakers’ latest failure shows how difficult it remains to pass comprehensive electronics repair legislation, despite years of consumer and repair-industry advocacy. For printer dealers, remanufacturers, independent service companies and consumers, the Texas law is another important signal that the battle over who controls the repair, maintenance and useful life of electronic products is moving from the marketplace into state legislatures.
