    <TD colSpan=2><FONT face=Arial,Helvetica,sans-serif color=#000000 size=2><FONT color=blue size=3>TORRINGTON, Wyoming — The Business manager of Goshen County schools has been charged with four felony fraud counts for his alleged role in a scheme to falsely bill a Missouri company for copiers. </FONT>
    <P><FONT color=blue size=3>Superintendent Kathy Shirley said in a prepared statement that the district board and administration believe in Robert Childs’ integrity. “The district has an audit every year and this year we had two audits and no major problems have ever been reported,” the statement said. </FONT>
    <P><FONT color=blue size=3>”There is a check and balance system built in the business department. This was a surprise to everybody involved.” </FONT>
    <P><FONT color=blue size=3>Childs allegedly conspired with Joseph T. Cherry Jr., owner of Mirror Image Technologies Inc., of Cheyenne, the Torrington Telegram reports. </FONT>
    <P><FONT color=blue size=3>According to the indictment, Childs signed a lease agreement in 1999 that said Cherry’s company had delivered and installed 17 copiers for the district. Cherry and Childs allegedly knew the copiers did not exist. </FONT>
    <P><FONT color=blue size=3>Cherry’s company then allegedly billed Copelco Capital Inc., of Moberly, Mo., for the copiers. Copelco paid Cherry’s company $407,318.</FONT></P></FONT></TD></TR></TBODY></TABLE>
