Xerox’s Request to Lower Property Tax Assessments Rejected

The Webster Board of Assessment Review has denied Xerox Corp.’s request for reassessments at three properties, setting the stage for legal proceedings between the town and its largest employer.Xerox requested a 75 percent reduction in the $80.8 million assessed value of three properties, including its large Phillips Road manufacturing facility. That would have taken $2.45 million from local government budgets.

The company did not send a representative to the Board of Assessment Review hearing June 12, but included a list of sale prices of other properties it believes are comparable to the Webster sites. The board declined to change any of the assessments, ruling that the company submitted “no information of value” in support of its requests.

A Xerox spokesman said Tuesday afternoon that the company will file a motion in state Supreme Court, where a judge can rule on assessments. That legal path was barred for 10 years according to an agreement between the town and company after a protracted assessment battle. That agreement expired last year.

Town Supervisor Ronald Nesbitt has called on the company to accept its current assessment, which he believes is fair.Xerox is also challenging the $13 million assessment on its downtown Rochester tower, suggesting $9.9 million instead.
