The European Toner and Inkjet Remanufacturers Association (ETIRA) has joined a powerful coalition of 88 European organizations calling on the EU to impose stronger accountability on e-commerce platforms and overseas sellers, as billions of low-value parcels continue to flood the European market. The coalition is pushing for tougher rules under the forthcoming European Product Act, including a requirement that products sold in Europe have a clearly identifiable and legally accountable economic operator in the EU or EEA—and potentially making online marketplaces responsible when no such operator exists. For Europe’s toner and ink cartridge industry, the move could have major consequences for imported compatible and clone cartridges sold online, as legitimate EU remanufacturers must already bear the costs of complying with WEEE, REACH, CLP, packaging and Extended Producer Responsibility (EPR) regulations. With an estimated 5.9 billion low-value parcels entering the EU in 2025, ETIRA and its coalition partners argue that authorities cannot simply inspect their way out of the problem. Stronger marketplace accountability could force overseas toner and ink sellers to meet the same environmental, chemical and product-safety obligations as European businesses—potentially closing a major loophole that has allowed cheap, potentially non-compliant imports to compete against regulated European remanufacturers.
