The European Toner and Ink Remanufacturers Association (ETIRA) is warning that as many as one in three toner and ink cartridges entering the European market may fail EU compliance requirements, raising concerns for distributors, dealers, online sellers and aftermarket cartridge manufacturers. ETIRA points to potential problems involving REACH, RoHS, CE and WEEE requirements, chemical labeling, product documentation, traceability and identification of responsible economic operators in the EU. The warning comes as Europe continues developing tougher Ecodesign rules for imaging equipment and consumables, potentially increasing regulatory pressure on imported compatible cartridges. For European printer and copier dealers, the message is clear: don’t stock a cartridge simply because it is inexpensive or available—verify its compliance before putting it on your shelf or website.

DEALER COMPLIANCE CHECKLIST: Before purchasing or reselling imported Chinese compatible toner or ink cartridges, dealers should ☑ identify the manufacturer and EU responsible economic operator; ☑ request and retain the applicable Declaration of Conformity and supporting technical documentation; ☑ verify REACH and RoHS compliance where applicable; ☑ check required CE, WEEE and product labeling; ☑ confirm chemical/hazard information is properly supplied where required; ☑ verify producer-responsibility and waste obligations; ☑ maintain supplier invoices and traceability records; and ☑ obtain written compliance confirmation from the supplier for each product line. Dealers should also periodically review their suppliers because regulatory requirements and product documentation can change. While the “one in three” figure is an ETIRA estimate rather than an independently verified measurement of the entire European cartridge market, the warning highlights a growing regulatory issue for the European toner cartridge, ink cartridge, compatible cartridge and remanufacturing industry as the EU moves toward greater product traceability, sustainability and circular-economy requirements.
