A new piece of legislation introduced October 6, 2026, could put Chinese-linked printers under a major new federal procurement restriction—and potentially create significant ripple effects throughout the toner and printer-consumables industry. U.S. Congressman Brad Finstad (R-MN-01), who represents Minnesota’s First Congressional District, introduced the Safeguarding Technology from CCP Influence Act, which would prohibit U.S. federal agencies from purchasing computers and printers from companies linked to the Chinese Communist Party. Finstad represents southern Minnesota and serves on the House Agriculture, Armed Services and Small Business committees. For the printer industry, however, the issue could extend beyond the machine itself: printers create a continuing demand for toner cartridges, drums, chips, imaging components and other consumables, meaning a federal shift away from Chinese-linked printing hardware could also influence which toner supply chains are used by government agencies.
