    Inexpensive toner cartridge imitations are often used as a cheap alternative. For HP laser printers alone, around 3.8 million so-called new Chinese-made newbuilds are sold annually, according to the German magazine DI – Digital Imaging.
     
    However, these cheap imports bring with them possible health and legal risks. According to tests by the European Toner and Inkjet Remanufacturers Association (ETIRA) and TÜV Rheinland / LGA, four of the five Newbuilt cartridges tested contain large quantities of the banned flame retardant DecaBDE. It is suspected, among other things, of long-term adverse effects on the central nervous system and embryonic development.
