I got scammed by uneedkink. Anybody know

Where he is? I tried his website (it is still up and running). His phone has been disconnected and he will not return any emails. I ordered about 200 ready to go cartridges from him and 95% of them ended up being defective. I sent all of them back to him over a month ago and he told me he was going thru them. I called him the next week and the phone had been disconnected. He owes me over $700 please help!
