    But State Law Needs to Change; Sen. Telfer, Others on Board
    REDMOND, Ore. — A California company is thinking about relocating to Redmond, bringing hundreds, possibly thousands of jobs — but there’s one thing standing in their way.And now, State Sen. Chris Telfer, R-Bend, hopes to change that.

    MVM Technologies, based now in San Clemente, Calif., makes inkjet printer cartridge products.If they move to Central Oregon, it could bring about 1,000 jobs into the community within two to three years, and possibly 5,000 more in the long run.But here’s the catch — Oregon does not allow the sale of industrial revenue bonds for research and development, which is what the company is seeking.

    Telfer is working on a bill to make that a reality.
    "Right now, our statute is a little unclear," Telfer said Tuesday. "It looks like they can only use the proceeds in this private sale for acquisition of capital assets, meaning building and equipment. What they would like to use some of the proceeds for is R&D, and possibly some working capital."The tech company said it would provide about 200 immediate jobs, and in the long run, it could potentially grow to employ around 6,000 Central Oregonians.

    In addition to Redmond, company officials are considering four other states for relocation — including Washington, DC.Telfer said she has spoken with the company’s president, and he has expressed interested in bringing the business to Central Oregon."They like the workforce availability and level of skill the workforce has," she explained. "They love the area, as far as livability.""They’re a little apprehensive about our tax structure here," Telfer added. "But they’re very impressed with how attentive the state has been to them and their needs."

    Telfer said she does not think the bill will face any opposition when the legislative session starts in February.She said she has gotten the backing of all the stakeholders, including Oregon’s bond counsel, the state treasurer’s office and the governor’s office."This opens the gate for a lot of places in Oregon — it isn’t just Central Oregon," said Telfer. "This is a change that would encourage other businesses to come into the area."

    Telfer told NewsChannel 21 later Tuesday that she had talked to the company’s president, who disputed published reports that they already decided this summer to move to Washington, D.C. However, the senator said the legislation being drafted to expand revenue bonds to cover R&D could make a difference in efforts to lure other firms to the state, not just MVM.
