    When
    you changed pieces of snowwhite printing papers into copies of report,
    when you received copies of facsimiles, or when you have become
    accustomed to communicating with your colleagues and resolving problems
    on business affairs by means of emails??modern office conditions are
    turning the office to be a “big energy consumer”.

    In June,
    2009, European Commission (EC) agreed to cooperate with United States
    Environmental Protection Agency (USEPA) to develop stricter standards
    on the energy consumption of computers, duplicating machines and
    printers. According to EC’s estimate, new standards on the energy
    consumption is expected to enable the energy consumption of European
    Union (EU) to be reduced 22 billion kilowatt-hour, among which, the
    computers’ consumption can be saved by around 18 billion kilowatt-hour
    and such energy consumption of imaging equipments as electrograph and
    printer will also be decreased by 4 billion kilowatt-hour.

    In
    China, there have been 24 percent of enterprises choosing to increase
    the investment on “Green IT” for cost saving since the international
    financial crisis. With the technical renovation, nurturance of
    energy-saving custom and continuously boosted recycle
    industrialization, the “green” is coming into more and more offices.

    Realize “win-win” by technological energy saving

    Data from environmental protection
    organization showed that 44.51 percent of “office worker” hold that
    “green office” will run up enterprises’ office cost. However, technical
    renovation is changing such a misunderstanding and the usage of
    efficient energy-saving office supplies is making various
    administration departments and enterprises realize a “Win-Win” of
    environmental protection and cost.

    The computer on each
    office desk and the server used to frame a local area network for a
    unit are the “big energy consumers” in an office. Beijing Energy
    Conservation & Environment Protection Center has ever conducted an
    intelligent testing on the energy consumption of 54 governmental office
    buildings in Beijing and the result shows that the energy consumption
    of a network computer lab occupied 25 percent averagely, which occupies
    most among diverse office-building energy consumption proportions.

    In
    terms of personal computers (PC), the stand-by energy consumption has
    been a keystone to be broken through. Professor Mei Shaozu from
    University of Science and Technology Beijing introduced that under the
    provisions of EU regulations, the power waste of a commercial personal
    computer to be launched after January 2010 will not exceed 1W in the
    mode of stand-by; and up to now, China has developed related product
    certification standards on stand-by energy consumption saving for such
    11 products as computer, display and projector, and the market is
    tending to the products with lower stand-by energy consumption rapidly.
    As for the server, the inosculation of the blade server, a high-powered
    hardware product, with virtual technology is recognized as a favorable
    measure by the industry; the virtualization enables the hardware
    utilization ratio to have a 5 to 20-fold increase and is able to cut
    down the number of energy-consuming servers in organizations.

    Printer,
    duplicating machine and facsimile equipment are big resource consumers
    in an office. The Start-up speed is an important factor to the energy
    consumption, which is particularly important for those small and
    medium-sized enterprises (SMEs) with less batch print volume and
    frequent single page print. The rapid start-up technology has basically
    been adopted by various famous printer manufactures and become the
    “standard configuration” of the mainstream of current printers.
    Additionally, “Automatic Duplex Printing” is an updated technology in
    saving papers and those printers added such a module can achieve duplex
    printing for a file automatically.

    Make laws to drive recycle and reutilization
    Introduced
    by Gong Binliang, Secretary General of Professional Consumable
    Committee, China Computer Industry Association (CCIA), in the countries
    of Europe and America, a green environment-friendship printing tidal
    wave has been surged early, and the term of utilizing and protecting
    recycled consumables was compiled in law. In 1994, American
    Environmental Protection Law stipulated that federal institutions must
    use recycled ink cartridges. From 1993 to 1999, approximately 243
    million toner cartridges were discarded annually in Europe and such an
    enormous pollution source urged the European Union to make a formal law
    on declining the distribution and usage of one-off consumables.
    However, in China, the market share of recycled consumables is only 15
    percent now and the implementation of Circular Economy Promotion Law is
    expected to change such a complexion.

    Consuming recycled
    consumables plays an active role in energy conservation, consumption
    environment purification and castoff pollution reduction. Data showed
    that it costs 2.85L petroleum to produce a new toner cartridge and
    0.57L petroleum to produce a new ink cartridge; however, the energy
    consumption in manufacturing recycled toner cartridges or ink
    cartridges only accounts for 5 percent of those in manufacturing new
    products. In 2008, the market scale of consumables of laser printers
    and duplicating machines in China is RMB10.378 billion yuan with the
    growth rate of over 15 percent. Calculating on this basis, about 1
    million tons of solid castoffs will generate annually, which can fill
    up 3,000 train compartments.

    In the computer reclaiming
    field, all manufacturers are also making efforts. Since 2006, Dell has
    reclaimed 95,000 Kg used computer products in China; and Lenovo
    promised to provide its consumers with reclaim services of wasted and
    used products in all of its business areas and announced that it has
    used 1,000 tons of recoverable plastics to manufacture PCs in the last
    whole year. Professor Mei Shaozu expressed that the gap between
    reclaiming volume and producing volume of computer enterprises is still
    considerable, such measures as “Replacing Olds with News” or “Replacing
    Recycle with Service” will helpful to the further development of
    recycle and utilization.
