    Eight out of nine Chinese Newbuilt cartridges tested contain high concentrations of the banned toxic flame retardant DecaBDE – this is a quota of just under 90% and a tangible scandal!In our September issue of DI – Digital Imaging 5-2018, we first reported on Asian Newbuilt Cartridges (NBC), which are heavily contaminated with the banned toxic flame retardant decabromodiphenyl ether (DecaBDE). The exclusive investigative report had unleashed a veritable avalanche and was picked up by all the major hard copy news tickers worldwide and has since been hotly debated in the industry. At that time, there were two NBC cartridges from Static Control that contained high levels of decaBDE.
     
    Because there was clear evidence that the two loaded cartridges were not an isolated case, but DecaBDE is used on a broad basis in NBC from the Far East, followed in the last few weeks further investigation. For this purpose, the European recycler umbrella organization ETIRA has purchased various Newbuilt cartridges from Asian manufacturers via Amazon and have them tested by TÜV Rheinland / LGA. 
     
    The results are shocking: Five Newbuilt cartridges tested contained four DecaBDEs in extremely high concentrations – between 2,000 and 17,000 mg / kg (!). 
    Specifically affected are the following Newbuilt toner cartridges: 
    – Brand Bubprint (compatible with HP17A), sold through the Amazon dealer Druckerpatronen Express (Germany)
    – Brand Prestige Print (compatible with HP17A), sold through Amazon dealer J & H Greentech and Trading Ltd. (UK) 
    – brand Koala (compatible with HP26X), sold through the Amazon dealer Lucky Suppliers Handels GmbH (Germany) 
    – brand Yellow Yeti (compatible with HP26X), sold through the Amazon retailer Simple Printing Ltd. (UK)
    Eight out of a total of nine previously tested NBCs, the results of which are available to us, were positive (burdened): In addition to the two heavily loaded cartridges from Static Control tested in September, a cartridge of toner dumping with an extremely high decaBDE value of 14,000 mg / kg tested. We also have the data from another, heavily decaBDE-loaded cartridge: Since, however, no HP cartridge was analyzed as a reference for this, we want to keep the name under wraps.
     
    Conclusion: Eight out of nine tested cartridges contain high concentrations of decaBDE – that is a quota of almost 90%. And it is a real scandal: We are dealing here not with a specific problem of individual Asian hardcopy manufacturers, but Newbuilt cartridges from the Far East are obviously burdened on a broad basis with the banned, toxic flame retardants. DecaBDE is difficult to degrade in the environment and is suspected of having a long-term harmful effect on embryonic development. Therefore, the Federal Environment Agency assesses DecaBDE as a bioaccumulating, toxic substance and the EU classifies it as so-called POP (Persistant Organic Potent).
     
    ETIRA Secretary General Vincent van Dijk was also shocked by the new analyzes: "These results give cause for serious concern. They show that in the case of DecaBDE we are not dealing with individual cases but with a systemic problem of Asian Newbuilt cartridges containing extremely high concentrations of a dangerous substance. Many Asian manufacturers even claim that their cartridges are REACH and RoHS compliant – but obviously they are not. We at ETIRA therefore call on the relevant EU and national authorities to remove the contaminated cartridges from the market as soon as possible! "
     
    The fact that Amazon in this scandal once again plays an inglorious role as the main hub for the import of contaminated cartridges to Europe, not really surprising: Even with other violations of Chinese companies such as systematic VAT fraud, the US online giant was the focus of criticism. 
     
    With the illegal use of DecaBDE, the affected Asian manufacturers not only violate European law: Worse, they threaten the health of unsuspecting users to the brunt. At least now, the authorities must wake up and react, because it is no longer just a distortion of competition but the threat to European consumers with a prohibited, carcinogenic substance! Now it is time to finally apply consistent existing European laws and stop the import of Asian Newbuilt cartridges to Europe until all suppliers have proven that their products are actually 'clean' and legally compliant. That is the least that the German and EU authorities owe their citizens!
