    The USITC has identified 19 Chinese companies and entities involved in the production, distribution, or sale of the ink cartridges and components that are at the center of the Section 337 investigation. Most companies are based in China and Hong Kong, along with two U.S.-based entities. These companies are violating the patent rights of Epson Portland, Inc., Epson America, Inc., and Seiko Epson Corporation, by importing and selling clone-counterfeit ink cartridges into the United States.

    The respondents listed in the investigation include:

      d/b/a Jianjai, d/b/a Vi-US,
    • Shenzhen Kaizhen Technology Co., Ltd. (Guangdong, China)
      d/b/a PayForLess,
    • Zhuhai Zhenyang Electronics Co., Ltd. (Guangdong, China)
      d/b/a Oinkwere,
    • Shangrao Shixuan E-Commerce Co., Ltd. (Jiangxi, China)
      d/b/a Inkgo,
    • Zhuhai Hengyunda Electronics Co., Ltd. (Guangdong, China)

    • Zhuhai Bowang Technology Co., Ltd. (Guangdong, China)

    • Mountain Peak, Inc. (California, USA)
      d/b/a Billiontree Technology USA, Inc., d/b/a Toner Kingdom,
    • Straightouttaink, LP (California, USA)
      d/b/a discountinkllc, d/b/a einkshop2014, d/b/a Inkpro, d/b/a inkprousa.

    These companies engaged in unfair trade practices, primarily related to the importation and sale of clone/counterfeit ink cartridges. Epson’s complaint seeks corrective action from the USITC in the form of exclusion orders and cease-and-desist orders to stop the sale of these products in the United States.

    The global scale of this investigation highlights the importance of protecting intellectual property in the ink cartridge market and emphasizes the international reach of the USITC’s enforcement powers under Section 337 of the Tariff Act of 1930.
